State-owned Assets Supervision and Administration Commission of People’s Government of Beijing Municipality (Beijing SASAC) published the Guiding Opinion on Fulfilling Social Responsibilities of Beijing State-owned Enterprises(hereafter referred to as the “Opinions”) on October, 2016.
The Opinions identifies five principles for Beijing state-owned enterprises (SOEs) to fulfill social responsibility. The five principles are about sticking to fulfill social responsibility with the following aspects: taking political and economic responsibility; implementing economic growth philosophy driven by innovation, coordination, green development, openness and sharing; deepening the reform of SOEs; improving governance and strengthening management and based on the Beijing actual condition, industry characteristics and business function.
The Opinions puts forward three goals: by 2020, social responsibility management system of Beijing state-owned enterprises will be further improved; the capacity of fulfilling CSR will be efficiently enhanced; the enterprise influences and leadership will be significantly boosted.
Based on the social and economic development of Beijing, the Opinions clarifies ten elements and five measures on fulfilling social responsibility:

The Opinions saves social responsibility report as part of Directors’ working report in enterprises and lists it into the evaluation of the board of directors by the Beijing SASAC.
