Founded in 1995 in Tibet, Tibet Qizheng Tibetan Medicine Co., Ltd. (Qizheng Tibetan Medicine), the largest Tibetan medicine production enterprises, was listed on Shenzhen Stock Exchange in 2009. By the end of 2017, it has 55 Tibetan medicine products, with 72 drug approval number, of which 22 has gone on the market. In 2017, Qizheng Tibetan Medicine had 1,866 employees, achieved sales income of 1.053 billion yuan, net profit of 301 million yuan, and total tax payment of 200 million yuan, of which 178 million yuan was taxed in Tibet.
Challenges
For the western minority areas with weak economic foundation and lagging supporting infrastructure, talent development is an important factor in revitalizing regional economy and culture. However, the human resources in the ethnic areas are relatively scarce with poor talent structure, and there are many differences in culture and language. Combining rotation dispatch of employees in other areas with local talent training
Qizheng Tibetan Medicine puts local talent cultivation and exploration in the same position as talent introduction, and advocates national integration, cultural integration and talent integration. In 1996, the first batch of Tibetan local employees joined Qizheng Tibetan Medicine. In 2001, the first Tibetan youth training course was held in Lhasa. In recent years, Qizheng Tibetan Medicine has established an internship base for Tibetan college students in Lhasa, and has successively released the

Measures for the Management of Students in Tibetan Areas to promote the cultivation of talents in Tibetan areas. Also, since 2012, Qizheng Tibetan Medicine has signed an internship agreement with Western universities such as Gansu University of Traditional Chinese Medicine, Northwest University for Nationalities, and Qinghai Communication Vocational and Technical College to provide internships for students who are majored in China and Tibet medicine, machinery maintenance and other specialties. For the key technical talents and senior management talents in Tibet, Qizheng Tibetan Medicine established an international scholarship program under the “Tibet Culture Heritage and Protection” fund in 2015 to cultivate talents who can contribute to the civilization and development of Tibetan society and high-quality localized and commercial talents. At the same time, it adopts a combination of rotation dispatch of employees in other areas and local talent training: advocating and promoting Tibetan employees to work in other areas and Han employees to work in Tibetan areas, giving support to working conditions and welfare, and giving priority to those with outstanding performance with prioritized training and promotion.

Social benefit
By the end of 2017, Qizheng Tibetan Medicine had 273 minority employees, and 46% of senior management personnel were employed in the local (Gansu and Tibet). In the past three years, a total of 39 graduates from Tibetan areas have been hired, and a total of 9 employees from the manufacturing center have been dispatched to Tibet for six-months to three-year local rotation, realizing the internal rotation and developing the Tibetan staff training team. The professional and technical personnel aslo have been dispatched to Tibet for rotation so that the skills of Tibetan employees can be effectively improved in mutual learning and help to skill localization.
Since 2012, the number of long-term interns accepted by Qizheng Tibetan Medicine is around 60-70 and the number of short-term interns is nearly 200 annually. Some employees in the Tibetan area have won such honors as “excellent passionate employees” and “outstanding knowledgeable individuals”. 2017 marked the 30th anniversary of the establishment of the School of Tibetan Medicine of Qinghai University. The School commended the outstanding alumni who made outstanding contributions to local economic development, social development and national unity. Four Tibetan employees of Qizheng Tibetan Medicine received this honor.
Economic benefit
These initiatives of Qizheng Tibetan Medicine bring abundant talent reserves, harmonious labor relations, strong corporate cohesion and extensive social reputation. For example, some graduated students of the Gongbumanlong Yusui Tibetan Medicine School have become Tibetan medicine reserve talents for the implementation of the “100 Tibetan Medicine Clinic Program” in the Tibetan area.
