Guizhou Power Grid Corporation, a wholly-owned subsidiary of China Southern Power Grid Co., Ltd., is responsible for the unified planning, construction, management and dispatching of power grids in Guizhou province. It undertakes great responsibility and tasks in the province-wide power supply, as well as the project to send power from west to east. It serves a population of 42 million in an area of 170,000 square kilometers. In 2009, it achieved household electricity within the coverage of its power grid. In 2012, it sold the electricity of 121.94 billion kWh, achieved the total assets of 63.7 billion yuan, and employed 53,663 people. It has topped the list of Top 100 Enterprises in Guizhou for three years.
Challenge
As an energy-intensive and high-polluting industry sector, the power industry is the key area to reduce energy consumption and pollutant emission. Thermal power is the major production way in our country. The thermal power plants in Guizhou province have conventionally adopted the average distribution of power in their power generation dispatching models regardless of the level of energy consumption. By the end of 2007, the installed capacity of thermal power units came to 1,559 GW, accounting for 77.5% of the total installed capacity in the province. These thermal power units consumed 41 million tons of coal per year, accounting for 38% of the province's total coal output and consumption, and generated 1.64 million tons of SO2, accounting for 50% in the total SO2 emission. The unreasonable power generation dispatching model led to a large consumption of fossil fuel and excessive emission of pollutants. For this reason, Guizhou Power Grid Corporation had to adapt itself to the new economic development model. It had the necessity to fundamentally change its traditional dispatching model, increase the efficiency of energy resource, reduce environmental pollution, and strive for the harmony between the energy consumption and environmental protection.
Solution
Taking the sustainable development as its goal, the Company has strengthened the construction of organizational, regulatory and technical systems to promote energy conservation power generation dispatching (ECPGD), and made greater efforts in the fundamental transformation of traditional dispatching model.
Building a robust organizational system
Starting from the establishment of long-term mechanism for energy conservation, the company aimed to provide a complete system for reference and application of ECPGD model in the country. While adapting itself to the four-tier organization system, which was comprised of the state, Guizhou Province and China Southern Power Grid Company Limited, provincial government departments and power generation companies and dispatching departments, the company has formed a top-down organizational system with clear responsibilities, and a sound working mechanism, which gave a strong organizational guarantee to promote ECPGD model.
Establishing rules and regulations
In accordance with the national requirements on energy conservation and ECPGD, the company cooperated with governmental departments and Guizhou Power Supervision Office and promulgated 19 rules and 3 technical standards for energy-saving dispatching, in which they interpreted the elements of ECPGD such as the basic terms, technical standards, technical indicators, management requirements, job responsibilities, information exchange, statistical analysis and others. They also put forward the qualified technical conditions and the management requirements for the planning, design, building, construction, commissioning, operation and maintenance of ECPGD system, and defined its basic technical standards, procedures and workflows. These rules and standards have formed a more complete ECPGD management system, and effectively ensured it can be carried out in an orderly and standard way.
Developing technical support system
Through technological innovation, the company has developed four technical supporting systems, including the on-line monitoring system of coal consumption, the remote real-time FGD monitoring and assessment system, the ECPGD system and the network loss modification system. The company has also built a comprehensive ECPGD platform, which included the real-time coal consumption of thermal power units, the level of pollutant emission, power grid security checking, load optimization of hydropower and thermal power units, and other modules. All these systems and platform have ensured the successful implementation of energy-saving power generation dispatching model.
Achievements
Since it started ECPGD on January 1, 2008, the company has achieved outstanding economic and social benefits from energy conservation and emission reduction. By the end of 2012, the company saved 3.7615 million tons of standard coal, decreased the coal consumption for power supply by 17g/kWh, and reduced SO2 emission by 7.1421 million tons, representing an average desulfurization rate of 96.78%. At present, 16 thermal power plants in Guizhou have equipped 58 generation units with FGD on-line monitoring system, 46 generation units with coal consumption on-line monitoring system, and 1 60MW generation unit with denitration system. Upon the appraisal of relevant organizations for its ECPGD technology, the company has obtained 6 national invention patents and 11 national software copyrights, in which "The Research of Energy-saving Power Generation Dispatching and its Practice in Guizhou Power Grid” was awarded the first prize for science and technology by CSG, the second prize for China electric power technology, the first prize for Guizhou new products and technology and the national first prize for power industry management innovation. The company has developed and formed a highly qualified talent team.
Prospect
In the future, Guizhou Power Grid Company will continue to develop its ECPGD model, improve the construction of organizational, regulatory and technical support systems, so that it can make contribution to building a beautiful Guizhou, and contribute its experience and wisdom to promote the national energy conservation management and innovation among the other power companies in China.
