China Talent Group: Making great efforts to promote four-side employment model and build bridges to youth employment

Company Profile
China Talent Group (CTG), founded in 2003, is a professional human resource service provider. Relying on its nationwide service network, advanced internet service platform and powerful IT support, it provides customers with all-round, multi-level and high-efficient services such as personnel agent, labor dispatch, recruitment, consulting and training. It has setup branches and offices in more than 200 cities and Hong Kong in China and the United States. In 2010 and 2011, CTG was consecutively selected in the Global Outsourcing 100 by the International Association of Outsourcing Professionals (IAOP). At present, it is the only internationally recognized human resources service provider with the largest worldwide service network in China.
Challenge
In recent years, the domestic employment has been under great pressure. In particular, the graduates’ pressure in finding jobs rises year by year. In 2010, another 6.31 million new college graduates entered the market in China. In the meanwhile, the social and economic development has caused such a growing demand for talents that the talent shortage is a pretty common occurrence. However, the young graduates cannot meet the relevant requirements of employers because of a lack of practical working experience and professionalism, which also leads to high rate of business failure.
Solution
To solve this problem, CTG, as a human resources service provider, builds a bridge between young graduates and enterprises and makes great efforts to promote youth employment, which has been regarded as a united objective to make use of the advantages of the industry, solve social problems and promote its own development. CTG has put forward a unique four-side employment promotion model, in which enterprises, schools and country (the Communist Youth League Committee and an aggregation of businesses in high-tech areas) form a coalition and build platforms to solve youth employment problem. In this way, it creates the “youth employment, entrepreneurship and internship model” that contributes to their employment.
Gaining support from CYL and building internship bases
Since 2009, under the support of the Central Committee of the Communist Youth League (CYL) and the Youth Leagues at all levels, CTG has taken advantage of its unique national network model, mobilized social resources and built “Youth Employment and Entrepreneurship Training Base” in more than 40 cities across the country, aiming to increase their working experience, improve their employability and build a recruitment platform for enterprises. In the cooperation, CYL provided policy guidance and transported trainees from various channels to the base. For example, as of May 2011, CYL Jianghan District Commission recommended more than 600 people to CTG Wuhan Training Base.
Promoting school-enterprise cooperation to make up-front employment plans
College and university, as the bases training and transporting qualified talents, know the features and development direction of their students best. That’s why CTG training bases have made positive cooperation with the schools. They launched a number of programs such as the employment program for fresh graduates, the tailor-made training programs for college students during summer or winter vacation and the up-front programs to sign employment agreement with recruiters. According to these programs, the schools recommend and determine the participants through negotiation with CTG.
Cooperating with targeted employers to build bridges to employment
CTG has signed an “Alliance agreement on Promoting the Employment of College Students” with CYL and enterprises to promote the successful employment of young people at training bases. After accepting the trainees transported by CYL, the training bases will provide them with the training programs that are aligned with the demands of employers. On the training bases, CTG also provides the immediate information about the recruitment, collects resumes and keeps record of job intentions. This has been a convenient channel for the companies to attract and recruit talents. In addition, CTG has cooperated with media to inform more young people about the jobs and training at the bases and build more bridges between job seekers and employers. It invited companies to participate in job-hunting shows where they can not only provide relevant recruitment information, but also give some practical employment suggestions.
Carrying out training for youths to upgrade their vocational skills
CTG has provided youths with a number of professional training programs such as pre-job training, on-the-job training and expert guidance to help them get more working experience. It invited human resources experts to give lectures on career planning to young students at the bases to clear up their confusion about career development. During the training period, they have the chance to get dual instruction and training from CTG and some enterprises. In addition, CTG has organized students to visit enterprises and provided them with the training on vocational guidance, corporate culture, interview skills, labor contract law and others. Through lectures, recruitment simulation and other interactive activities, the young students have experienced the workplace atmosphere before graduation and learned the basic job-hunting skills and the necessary knowledge in the workplace.
Achievement
At more than 40 training bases across the country, CTG have helped the young students shift from college students to workers through the training on vocational skills and professional attitude. More importantly, they have the chance to be directly employed from their internship. The knowledge and skills about the management and operation they acquired from the training will also contribute to the success of their startup in the future. Since it implemented this program two years ago, CTG has trained more than 8,000 trainees and provided more than 10,000 internship positions. More than 5,000 trainees were employed in dozens of industries covering IT, communication, food, garments and others.
The model “training + formal employment” promoted at the training bases has been well received by targeted companies, because it has not only reduced the cost of their recruitment and management, but also helped them strengthen the talent selection and assessment. Through this model, they can more easily recruit qualified and outstanding young talents. This program has been also recognized in society. Specifically, CTG Chongqing training base was awarded the honor of “Outstanding Employment and Reemployment Enterprises” in 2009 and the title of “Employment and Entrepreneurship Base for Youth of ‘Two New’ Organizations” by Chongqing Jiangbei District Youth League. More importantly, this program has improved CTG’s reputation and influence in the realm of human resources and created more opportunities to promote its main enterprise. For example, CTG Nanning Company promoted its cooperation with Lining, Beinmate, Yahua Dairy, UFIDA and other well-known companies through the construction of training base.
Prospect
CTG will persist in the fulfillment of its social responsibility and further strengthen its cooperation with CYL, schools and enterprises. Through making use of its own advantages and giving full play to the role of platform, it will encourage the interaction between enterprises and college students and strengthen the in-depth cooperation with the other training bases to promote the successful employment and entrepreneurship of a wider youth group, practice the responsibility of corporate citizen on a deeper level and achieve common development with society.
