Shantou Power Supply Bureau:Solving the access difficulty of wind power to achieve the economic and environment benefits

Shantou Power Supply Bureau, a large state-owned power supply company affiliated to Guangdong Power Grid Company of China Southern Power Grid, mainly deals with power grid and undertakes the task of supplying power for 5.4 million people in six districts and one county of Shantou city. The company is the biggest prefecture-level power grid in east Guangdong region, supplying power for 1.99 million households in an area of 2064 square kilometers. Shantou Power Supply Bureau upholds the core value of “lighting up every household”, insists on the principle of “being responsible for Guangdong Power Grid Company and serving Shantou’s economic and social development”, assumes social responsibility actively, spares no efforts to guarantee power supply and provide power supply services, and takes on the responsibility of being the pioneer of local economic and social development bravely. It ranked first in Shantou city for several times in the social conditions and public opinion surveys carried out by Guangdong province in terms of overall satisfaction.
 
Challenges
 
Wind power, as a renewable energy having huge exploitation capacity and being green and clean, is an inevitable choice adaptable to our nation’s energy development strategy and ecological environment protection. However, due to limitations of the original grid access technology, new energy like wind power, whose electric power fluctuates violently, cannot be accessed to the grid in large scale, which influences the development of new energy to a certain extent. The overcome of this technological problem is essential to the successful development of wind power, directly influencing the progress of energy revolution and the achievement of the beautiful China construction.
 
Solutions
 
In order to overcome the global difficulty of multi-terminal flexible direct current transmission, the Ministry of Science and Technology listed the project of large-scale wind power plants flexible direct current access technology research and development as a key special project of the national 863 science and technology program in 2011, and made Nan’ao multi-terminal flexible direct current transmission project our nation’s first independent demonstration project. Following the deployment of China Southern Power Grid and Guangdong Power Grid Company, Shantou Power Supply Bureau undertook the task of building a national multi-terminal flexible direct current transmission demonstration project actively, devoting to overcoming the essential technological problem of accessing large-scale wind power to the gird using flexible multi-terminal direct current transmission and advancing the development of clean energy.
 
Integrating multi-resources to overcome technological bottleneck. Since it’s the world’s first multi-terminal flexible direct current project, the project team had to start from scratch, from system research, complete design, engineering design, equipment manufacturing, to construction on site, operation and adjustment. Facing the most advanced barrier for industrial development, Shantou Power Supply Bureau decided to work with other parties together rather than to combat individually, adopting the method of combining production, teaching, research and application and integrating resource advantages and technological forces of various parties including research institutes, design and manufacture enterprises to search solutions jointly. In just 6 months, the research and development team completed 1267 experiments of various types, and developed a multi-terminal flexible direct current control and protection system with complete independent intellectual property rights. The control and protection system is the neural center of the whole project, whose successful development is of great significance.
 
Innovating in operation and maintenance model to make operation and maintenance more effective. In order to guarantee the safe and smooth operation of Nan’ao multi-terminal direct current transmission project, Shantou Power Supply Bureau established a special flexible direct current control center and set up a personnel arrangement and operation model combining operation with overhaul, despite of having no existing experience to refer to. It is said that Nan’ao flexible direct current project would need 141 staff for daily maintenance if conventional design were adopted. Shantou Power Supply Bureau broke the barrier between “operation and maintenance” and “overhaul” bravely and implemented a flat organization structure integrating operation and overhaul, according to the technological characteristics of flexible direct current transmission. Flat organization structure, on the one hand, endows technical personnel more flexibility and enables them to play their role well in daily operation and maintenance and when equipment breaks down. On the other hand, it reduces management level, thus improving the efficiency of communication. Combining operation with overhaul not only meets the need of operation and maintenance, but also saves labor cost and maintenance and overhaul cost, bringing significant economic benefit. At present, the project team has published monographs on it, which provides valuable experience for the industrial development. 
 
Popularizing and communicating actively to popularize advanced technology. In order to provide peers and the mass with a window to know about multi-terminal flexible direct current, Shantou Power Supply Bureau built a demonstration and training center of Nan’ao multi-terminal flexible direct current transmission project simultaneously. The demonstration and training center covers an area of 20888 square meters and owns 20 full-time and part-time science popularization personnel, who regularly organize various science popularization activities including study tour, science and technology seminar, panel discussion and technical training. By the end of 2015, the demonstration project had accepted 5000 visitors. Representatives from Transmission Grid Cooperation of France and British Power Company, experts and scholars from the Ministry of Science and Technology and Academician in Guangdong all came to have a visit and they responded enthusiastically.
 
Achievement
 
By the end of November 2015, Nan’ao multi-terminal flexible direct current project, as the first national flexible direct current transmission technology program and the world’s first multi-terminal flexible direct current transmission project, has transmitted 348,000,000 kilowatt hours of power in total. In the past year, the energy availability rate surpassed 95%, and no cases of abandoning wind power happened. Putting into production and operation of the demonstration project represent that we have made a great breakthrough in the key technology and engineering application of   accessing large-scale wind plants to the grid using flexible direct current transmission.
 
Social benefit
 
Assisting new energy development to facilitate energy saving and emission reduction. It is estimated that Nan’ao multi-terminal flexible direct current transmission project can transmit 560 million kilowatt hours of wind power each year. According to the newest standard coal consumption rate for 6000 or above 6000 kilowatts power supply, that is 326 grams per kilowatt hour, the project can saves 182,500 tons of standard coal and reduces carbon dioxide emission by 485,500 tons each year. Besides, the project provides a safe and effective solution to the access of large-scale intermittent clean power. It solved the difficulty in accessing wind power to grid and improved the utilization of wind power by 5% to 10%, which will effectively promote the development of wind power, assist the development of new energy and facilitate energy conservation and emission reduction in the whole society.
 
Promoting technological development. Shantou Power Supply Bureau overcame the global problem of multi-terminal flexible direct current transmission, and published monographs on it, which provides valuable practical experience for the construction and maintenance of flexible multi-terminal direct current project. At the same time, activities like science popularization and seminars and exporting advanced experience actively to promote exchanges of advanced technology will effectively push forward industrial development and advancement.
 
Economic benefit
 
Having great market potentials. Compared with conventional direct current transmission, flexible direct current transmission technology can save investment by over 10% in some occasions where the capacity is between 10,000 or 1,000,000 kilowatts. Meanwhile, all the core equipment of the demonstration project are researched and developed for the first time in China, achieving sheer independent localization and breaking the technology and price monopoly of foreign countries.
 
It is estimated that the cost of domestic produced flexible direct current transmission equipment is less than half of that of equipment produced by foreign enterprises. If the international price is around RMB 400 million per 100,000 kilowatts, and 3,000,000 kilowatts are produced during the twelfth five-year plan, it can save the investment by RMB 6 billion.
 
Prospect
 
In the future, Shantou Power Supply Bureau will continue to deepen its technology research of multi-terminal flexible direct current transmission to improve its operation and maintenance ability, enhance the summary and communication on related technological experience and contribute to the development of national multi-terminal flexible direct current transmission and boost the development of new energy. Meanwhile, it will constantly improve and speed up the marketization of multi-terminal flexible direct current transmission and strive to bring more economic benefits for enterprises.
